Roster and Match Reporting Policies

CMS Compliance Policy

Clubs are required to use the Competition Management System (CMS) to provide a roster for all league matches and provide a complete and accurate match report that includes player substitutions, red and yellow cards, and all points scored.

Rosters should be provided a day in advance of the match but can be modified on the day of the match if necessary. CMS administrators will lock a match 48 hours after the match concludes. No edits will be permitted to a locked match.

This is especially important to consider for the teams that are the MCR seeds advancing beyond the MCR Championship, as the CMS system is used to confirm player eligibility.

All clubs have the right to confirm player identification with an ID check before the match or can request that paper copies of rosters and match reports be exchanged at the conclusion of the match. Clubs that are found to be out of compliance with the CMS roster or match reporting requirements, the timelines, and/or by a complaint filed by another club will have an administrative forfeit applied to the match.

Roster and Match Reporting

The day before the match:

Each team should enter the roster by Friday evening before the match directly into CMS, to the best of your knowledge. Since last minute changes to the roster are permitted the morning of the match, each team will have the responsibility of updating and confirming the rosters prior to kickoff.

Just before the match:

Each team should share a printed version of the roster, either using a printout from CMS or a handwritten or hand-corrected version using the game day forms provided by USA Rugby.

During the match:

An assigned observer for each team will record the activity of the game, including the minutes (approximate) when any points are awarded, any red or yellow cards, and substitutions.

Directly after the match:

Compare the notes for the recorded match events with the other team and make sure both teams agree on scores, all (home & visitor) players that scored, red or yellow cards, and substitutions. Event times do not need to match exactly but should be materially the same. Secure a copy of each team’s roster and notes before leaving the pitch. Either transcribe a copy of the match events and roster or use your smart phone cameras to capture a photo.

Not later than 48 hours after the match:

Each team is required to enter their side’s events into CMS. Additionally, each side should verify that their opponent correctly entered their side’s data into the system. Once all the information is completed, each side should sign as either the home team or the away team.

Any issues and discrepancies should be escalated to an MCR Competitions Committee for resolution if the teams cannot confirm results in an agreeable manner.
